ACS Distance Education Provides a number of distance-learning courses including a number on herbs, one of which is web based.  More are planned.
College of Practitioners of Phytotherapy  The College is a professional body rather than a course provider.  Courses can be found on their events page.
Grange Centre Provides the 'Growing People Project' for horticulture training to adults with physical and learning difficulties.
Hadlow College, Kent Offers an HND and a BSc Hons in Medicinal Horticulture. 
Herbs at Walnut Herbalist and author, Penelope Ody, offers a number of one and two-day courses in Southern Hampshire on the medicinal use of herbs.
Herbs for Healing Herbalist Luzia Barclay provides short courses that give an introduction to the use of Western herbs as medicines

National Institute of Medical Herbalists Do not offer courses themselves but provide accreditation services to educational establishments.  Site lists bodies with or seeking accreditation.
International Register of Consultant Herbalists and Homeopaths Herbal and homeopathic school  providing distance learning, seminars/workshops and practical clinical training leading to a professional qualification and diploma.
